What you're looking at here is the original art for the cover of Batman Family #14, drawn by Jim Aparo. I don't have nearly enough Aparo art in my photo files!
Here's page 70 from Batman Family 19, by Joe Staton! Page 70? Yes, because Batman Family was a Dollar Comic (which was a bit more expensive than the average book back then), extra-thick! The character you see there is the Huntress, the daughter of Batman. Well, the Batman of Earth-2, anyway (if you're not up on DC Comics' multiple earths, it's difficult to explain).
